To renew a Florida disabled parking permit you submit a copy of the registration for your expiring permit together with a new HSMV 83039 carrying a certification signed within the last 12 months. Send it to the county tax collector or tag agency where you live. Permanent placards are valid for four years, so this comes around less often than people expect and catches many by surprise.
You can submit it by mail, by fax, or in person to the county tax collector or tag agency in the county where you live. Many people are surprised that a new signature is needed, since nothing about their condition has changed. Florida requires the certification to be current regardless.
The certification attests to a current clinical finding, not to a permanent status. A signature from four years ago is not evidence of your situation today, so Florida sets a 12-month window on how recent it must be. This applies even for conditions that will not improve.
The certification is valid for 12 months from signature, and your permit expires on a fixed date. That gives a comfortable window: get the certification any time in the year before expiry, and submit it with time for your county to process it. Counties differ on turnaround, and a mailed application takes longer than one handed over a counter.
Permanent Florida placards run for four years. It is worth noting your expiry date somewhere you will actually see it, because four years is long enough to forget entirely.
The certification step for a renewal works the same way as a first application. A Florida-licensed practitioner evaluates your current limitation on a short video visit and completes the form if the evaluation supports it. You then submit it to your county with your expiring permit's registration.
